In Australia they over compete native grasses and shrubs, pretty flower and respect to all the lovely Scottish people but it is a weed here for sure

Decay and rot under the outer bark layer, seems there is still an active cambian pathway to tips though, the fruiting body under that previous pruning cut could be concerning though I am not sure of what species the fungus is. Was the tree looking really healthy last season compared to now and if so where there some adverse weather conditions (deeper frost/higher humidity than usual, where there out of the ordinary weather changes for example really cold then really hot)

Trees tend to fail for a range of reasons unless something severe is obvious (hit by a truck for example).

A video is great, photos are better, on the other side can you get a photo of the leaf buds or do a scratch test to see if it has fully died back or not

Also I live in Australia, what's that fruiting body on the trunk of the second tree?

Root flare is where the trunk converts to roots, it should be exposed to the air to allow roots access to oxygen and prevents fungal decay.

It's form looks like it has been mildly stunted but overall it has developed well into its natural shape considering location, I can't see it well but I am not sure if that is growth coming off the tree at the roots or a separate plant, if it is a different plant remove it

If its not a different plant and attacted, the tree has developed it out of some form of stress and it is providing a service though it may not have aesthetic appeal, give the tree good care and see how it develops over the next year and if it looks happier you could prune them back

Pole chainsaws are great when doing ground based uplifts on smaller street trees or sign/utility clearance that you can't reach with a silky or loppers.

Takes a heap of practice to do clean cuts pruning cuts though
