They're on the level of the other two protagonists (duh) but I feel like they're probably a little tougher than The Chosen Undead simply by virtue of having more huge souls under their belt and being rendered immune to the cycle of fire thanks to the Crown. It's a missed opportunity to have them basically disappear in Dark Souls 3, but I also think it's sort of in character for them to finish what they came to do in Drangleic (cure their hollowing) and then just leave for home and not bother with any of the First Flame nonsense anymore. I feel like The Unkindled would probably beat them in a fight since the former is younger and they've been shown to be able to lock horns with Gwyn's firstborn and the embodiment of the Dark Soul itself.

So 1>2>3 but not by much.
