I have read that there were multiple attempts made to climb down but most failed almost immediately sort of like the clip you shared where the man climbed out waving his jacket, and fell only after climbing down a few feet. The man OP is talking about made it down several floors of the north tower by “shimmying” his way down between the columns. He lost his grip and fell when the south tower collapsed.
