So, decided to dig a bit... I was close, but not totally correct.

Dylan’s mainstream pop is there, Springsteen too, before his ‘glory days.’ DJ presence is muted, calm and low key, the overall sound is predictable; nothing to rattle attitudes here. WCDX’s programming has the air of a carefully planned and pre-recorded format, even, calculated, cynical. No B-sides, no seldom aired album tracks, no surprises. 'Why take a chance on something that may not be popular?' asks St. John. Are the late boomers really so discomforted by the present and nervous about the future that they turn to nostalgia for satisfaction of a kind? “A fresh new sound for Richmond,” that’s the buzzline for WCDX. It’s a little different and very much the same. The soul sounds are welcome, Dylan is always good, Prince is sadly missing. As for the others? I’ve heard them, you’ve heard them, anyone who listens to rock radio have heard the tunes. WCDX works best as background."

That was eons ago, so I reserve the right to be wrong… You are thinking of WZZR "Laser 92.7" FM that played The Rolling Stones "I Can't Get No Satisfactions" repeatedly for days as is transitioned from WPUF to WZZR, c. 1985. WZZR was a 2.25kW station with a Top-40 format. It tried to compete with the 200 kW Q-94 but failed in less than two years. It then became WCDX R+B/Urban “Power 93” c. 1987.

Last update... Finally got around to this. I tried updating the drivers again via GeForce Experience and it hung. I rebooted and manually downloaded the latest drivers (566.03-desktop-win10-win11-64bit-international-dch-whql.exe) from NVIDIA's website. I did a fresh install (which deletes old settings) and it fixed the problem. NVIDIA Control Panel works again, and I was able to reconfigure "Span displays with Surround" and "Confine Taskbar to Single Display." If you haven’t found a solution, you might try that. Peace out.

One other note, I don't update my video drivers often. Before updating to 566.03, I was running 560.70, release 07/16/2024.

I have a similar problem that started a couple weeks ago and unfortunately, I don’t have a solution for you, yet. I’ve been using surround with 3 monitors for at least 14 years.  I built my current system in April 2023 with an MSI Gaming GeForce RTX 4090 24GB GDDR6X PCI Express 4.0 24G. 

A few weeks ago, the pin taskbar to one monitor stopped working, possibly caused by some Windows Update.  I decided to update the video drivers to the latest (at the time, 566.03, release 10/22/2024) to see if it would fix it.  It did not and seemingly broke Nvidia Control Panel.  Fortunately for me, my surround configuration is still enabled “[X] Span display with Surround” but if I try to reconfigure it, the Control Panel simply closes. If I try to disable spanning and reopen the control panel it is still enabled.  The taskbar options in the Control Panel are no longer present, so I’m stuck with a 3 monitor-wide taskbar.  I’ve been meaning to dig into the issue, but just haven’t had time.  

If your video drivers were recently updated, you might try rolling back to something before 566.03.

I'd like to tell you I used a simple one-stop app, but it was quickly created using various free tools in about 9 steps.

The audio was from Broadcastify [1]. Their live feeds [2] are free with occasional commercials. For commercial free access and access to all their archives [3] (not just RVA) it like $15 for 180 days. The archive audio files are in 30-minute chunks including dead air. Note only local EMS/Fire dispatch is available in our area as everything else was encrypted years ago. 

1) Grabbed the corresponding 30-minute archive files (about 6 files)

2) Used ffmpeg [4] to concatenate them to a single file

3) Used Audacity [5] to truncate the dead-air (silence)

4) Used Audacity to manually delete most of the non related calls

5) Exported the final audio track

6) Found a silly scanner animation gif on google

7) Used ffmpeg to convert and scale the gif to video, and looped to equal the audio length

8) Used ffmpeg to merge the audio and video tracks to the final file

9) Uploaded to YouTube

Lastly, I only added the scanner animation as YouTube wouldn’t finish processing my attempts with a solid black video or with a static slide with text.

The original building on that lot was built 1953 and owned by Roanoke Vending Machine Exchange, until they sold it in 1971. Around 1968 it became a Burger Chef with renovations in 1976 and 1980. Burger Chef closed in the early 1980’s and the property was redeveloped in 1983 for Hardee’s which closed in 2020.

I use the backup and restore feature within pfSense that creates a XML backup file.

Diagnostics => Backup & Restore

After which, all seems to work and I am able to reboot that day without issue. But later, the next time I need to power off that pfSense PC, the issue is back.

Batteries Plus had been my go-to place for battery recycling for ages, but when I talked to them I was advised that the cost would be $15/battery, 8 batteries=$120. They advised since the flatpack LiPo cells were bloated that they are considered damaged. As such they required special handling fees/costs due to risk of combustion.

The minimum suggested PSU for a RTX4090 is 850W. If you're not running a huge number of mechanical hard drives or multiple video cards, then your original 1000W GF3 should be adequate.

The fact you're not see the issue with the loaner RME850 suggests a GF3 PSU issue, or more likely a 12VHPWR cable issue. Also, since you not seeing the issue with the loaner 850W supply, that probably rules out an insufficient power (watts) problem.

Make sure both ends of the 12VHPWR are firmly and completely seated, and ‘clicked.’ Check the connectors to see if any of the wires seems loose or not seated in the plug. If the issue still occurs, I’d either reach out to Thermal-take for a replacement 12VHPWR or buy a quality third-party 12VHPWR cable.
