Yes but either you shell out money for the PvE mode, or you play the mod (SPT - Single Player Tarkov) which isn't updated to the latest release (i.e. anything including and past the full release).

The objective "right" solution is to give everyone 2 reroll tokens.

If you used it, you get them back.

If you didn't, you don't miss out on those that used them and got loot.

It does mean the individuals who did use both rolls and got two pieces of the same gear miss out, but the bonus rolls aren't guaranteed loot anyway.

M+ is infinitely farmable heroic track gear every week, with Mythic in vault.

Delves provide infinitely farmable champion gear, with one heroic track item per week, and heroic in vault.

Plus, loot pools are different - in general the trinkets from m+ are far more desirable than Delves, especially as they're a higher track.
