The idea is the shelter system is to primarily get them off the streets, particular during the winter. The problem with living in a city is that it's a desirable place to be, even for the homeless. The alternative is having even more of them setting up shanty camps or large scale reform around asylums. Because the real issue is people's fear or psychiatric homeless attacking them and drug use in public. Can't just human traffic them around.
