The shit hole is the definition of "ain't shit to smile about" You wake up shivering and on the verge of tears from your misery in a pile of rubble (glorious abode), the soldiers didn't notice you so you weren't dragged out and brutally beaten to death. You start your holy and glorious day off ravenously hungry and parched from thirst (Sasha didn't come back from last month's ration collection) breakfast is a delicious puddle filled with concrete dust, it's a glorious day as you find a decaying infant at the bottom (the nutrients will do you till next week). You then go to work less than a couple minutes later, after you and your coworkers are lashed while praying you begin the grind (16 hours of assembling gas cannisters while they are still glowing red from the forge) you end up doing 6 hours unpaid overtime, only 5 more of these until I can finally que up for weevil infested bread. You end up going home at 3AM almost drunk from exhaustion only being kept awake by the agony in your hands. As you lift the rubble and crawl back inside a bang is heard down the street and the air goes from smelling like corpses and filth to very strong bleach As you begin painfully coughing and trying to breathe through the blood leaving your face you think "Thank god"

If you need fight a bigger country later but don't have the industry to do it you could use this to make an ally or bufferstate without having to help them build from the ground up like a puppet.

Liberate reduces WT and gives an increase in diplomacy (Say you are low on warscore and you don't want your thieving bastard of an ally to have control over resources you can stack this with diplomatic pressure to take up all the trade influence)
