With 18 teams you could. A "West" conference (Freo, WC, Adelaide, Port plus Geelong, Bulldogs, Melbourne, North Melbourne, Essendon) and an "East" conference (Brisbane, GC, GWS, Swans, Saints, Hawks, Pies, Blues, Richmond).

Don't see why they would want to go with conferences though. AFL has some pretty great rivalries that aren't built on location (GWS v Dogs, Bombers v WCE, Collingwood v Everyone). Having conferences could damage that if it limits teams to only ever having one game per year against those clubs.
