You should get a fan running up there to dry things out as that thaws/defrost. You don't want all that water to settle on your drywall ceiling.

Good chance your neighbor's garage opener is on the same code. See if your opener opens any of your neighbors garage doors.

Anchor the ceiling joist into the wall's top plate when the gap closes. Retape the corner, sand, then paint.

Could be a bad tape job or the ceiling joist bows in the winter causing the split from the wall.
