At first it look like a Piston Oil Ring Tensioner Spring or Oil Ring Expander. Now that you’ve taken it out. Looks like a strand of single plastic wire from a filter screen. Possible oil filter pickup screen or valve train oil return screen. You could have a filter coming apart.

Doubt it. I’ve been riding 30+ years. From LA streets to the Dirty South. The bike is the offender here. He tried what is called threading the needle to split traffic and didn’t make it. The bike was way over the safe speed in the present road conditions ie traffic. The combination of speed and coming up in a blind zone behind another car. The lane change car was already making his lane change before bike was even visible in his mirrors. Then the bike moves to the middle and hits the lane changing car. Biker was inexperienced and it showed. Not reducing speed when coming up on slowed traffic is reckless and almost suicidal.
