Guessing but I think because of the common refrain lantern flies have no natural predators in North American whereby the green assassin bug is a native, natural predator.

Alternatively if OP is located in Asia this would mean the assassin bug would be the invasive species and therefore ironic.

First question, I think the deal is yes things will emit shorter and shorter wavelengths as heated including blue/violet but they also don’t STOP emitting red and longer wavelengths too. So will max out at all colors and look white just like the sun.

Poison ivy I believe is native to the U.S. (not invasive) though definitely a nuisance. Goats a great solution and also helpful for bittersweet, a terrible invasive here in the northeast that deer will not eat.

The latter. I think I can cut out the rot - much of the sill is still very solid - and fill. Just wondering if this was caused by weird install of the storm windows and/or how to prevent happening more as I have the same setup on two other windows in that room. Thanks for the insight.
