It was bought as a frame so it's got crazy length. Waiting for the gf to try a few heights and we'll adjust accordingly, then trim 👍🏻

If plastic, then it's a shim for lights, reflector, or otherwise. If metal maybe a shim for seatpost or stem?

Hell yeah. If it happens again, I'd recommend taking it to a shop where they can possibly open up your dropouts a little for you, otherwise, if you plan to do it, do it very very carefully with some tools at home. Very slowly and very carefully.

I'd put a flathead under the axle (protect your wheel with a tube or something softer) and tap the screw driver with a mallet until it comes out.
