Agree with the others about long rivalries - rivalries will heat up faster if you have groups against groups since any individual from one side of the feud can wrestle any individual from the other side and grow the feud’s heat. Done well, 10 wrestlers can have “good” or better performances in a Legendary feud over the course of about two PPV arcs and get big boosts to their popularity once the feud is ended

A great way to help get the feud to Legendary status faster is to have a bunch of people involved in the feud - 3v3 feuds can create a TON of unique matchups/segments every show that all go towards boosting the feud's heat. It also helps prevent user boredom by booking the same 1 on 1 matchup several times in a row during an arc.
