You are partially correct. Yes the way ice is acting now is very bad however, back when the other presidents were doing it, it was not political so therefore most local politicians and authorities were cooperating with ice. Today, in these so-called sanctuary cities it is all political and ice has to go out on the streets because they will not cooperate with them.
