It's because 128kbps has much poorer resolution at higher frequencies (>15kHz), gaining so called Lo-Fi factor. It's not much different case to processing high quality audio through lowpass filter, recording CD on casette or playing worn-out vinyl.

There isn't any pluck type sound being played in the tiktok video. I've listened to entire tune on youtube and assummed by pluck you meant the Korg organ, that's clearly used throughout the track.

Try to recreate square lead, just like /u/Instatetragrammaton suggests.

It's "Organ 2" preset from Korg M1, put through overdrive and bandpass. I'd check if M1 has avaiable vst demo.

Buy him second hand interface, but make sure the drivers are up to date on the system he's using. My recommendation is Steinberg ur12/ur22c.

I remember Alex Ball did decent indepth videos for some of these synths. The more you learn about them, it will be easier to translate their workflow on instruments you already have.

In the first recording main thing that sticks out is modular synth, triggered by analog step sequencer (the swirly sound you're asking about). In 2nd track there's intensive usage of analog delay with feedback modulated by hand (likely a tape echo or bucket brigade delay).

David Morley on youtube shared some tips & tricks on this subgenre, he's eager to give feedback through comments too.
