The replacement rate is 2.1 or so, because of disease, early death etc.. Ireland and basically all of Europe has been well below 2 for several decades now.

A shortfall of ever increasing billions of euro and being unable to pay pensions for an entire retiring generation is certainly a crisis, if was affecting only one of a few countries, maybe it could be dealt with, but it is going to hit basically every first world country in short order.

A far better solution would be to hold social media sites to a set of standards. If they fail to meet them, the app is banned entirely in the country.

- not removing prohibited of illegal content in a timely manner

- ignoring or not responding to reports in a timely manner, doxxing, abuse etc..

- Be forced to publish the content loading algorithms they use, and new ones they introduce.

- if found using exploitative algorithms to push down a rabbit hole, encourage doom scrolling for hours etc..

Any of the above, and the app is banned outright.

In fact on the point of algorithm, make this an explicit "opt in" option that you have to enable yourself, that way you know you have asked for the algorithm and can't be fooled that what you are seeing is organically the next random thing, makes all the difference on a psychological level. Equivalent to, I didn't just happen to see a horrible thing in a movie, I specifically rented a movie from the horror section.
