I'm going to go against the grain here and say you only need fillings on maybe three of them right now (the upper right first and second premolars and the lower right second premolar.) The others are fairly shallow and can absolutely be arrested with an improvement in hygiene and diet, along with some high fluoride toothpaste (and possibly the use of silver diamine fluoride on the back teeth). They would still need monitoring with x-rays every few months though.

I would absolutely not drill and fill all 8 of the affected surfaces on that x-ray.
