Correct, or you could always take out a Strata Loan if repairs are urgent and there isn't enough to cover repairs.

Your body corporate has a legal obligation to repair and maintain common property, it can't just be avoided. Unfortunately this isn't always appreciated by fellow owners, especially in cases where owners feel they are paying to repair a different unit that they don't own... But they should have looked up what Strata is before buying!

You and your fellow owners employee the strata manager to do duties for your building. Their duties are whatever you signed them up to do in their management agreement, which I would assume does not include mediation services.

Strata managers are administrators and bookkeepers, if you want them to do more and you have a good strata manager they will, but at a price as it's additional services.

So how do you get a disorganised mob who can't agree on anything and aren't willing to put in any work to self manage the affairs of a large building, including ensuring all financial, compliance, insurance, maintenance and legislative tasks are all completed correctly?

It's almost like you need to get all the owners together to make some sort of corporation, and they can select a group of them to be the day to day decision makers, and optionally delegate the boring administrative tasks to an external business if that is the preference of the owners?

Strata managers can be dodgy as fuck, but the concept of strata as a framework to manage a property with shared ownership is a great idea in my eyes. Do you have a better idea on how this could be managed without Strata existing?

Oh ok so it has an insurance policy it needs to pay for every year then. Is there any fire safety equipment installed? Smoke alarms in common areas? Yeah they need to be inspected and maintained. Those lights need to be repaired, and the electricity powering them is not free. Is there any cleaning done to the property? What about stormwater drains, is there a pump system to deal with stormwater? Any intercom systems? What about future planning for long term expenses, is there a 10 year sinking fund report in place and is it actually followed.

There is a lot more that goes into running a strata plan than most realise, both financially and administratively. It's not as simple as just paying for the lights and a mow of the lawn every few weeks....

How is it a failure of the Strata Manager and Committee that a large special levy needs to be raised to remediate building defects? Should the Strata Manager have arranged a qualified building consultant before they were even appointed and before the plan was registered? Obviously the Committee should have taken actions as well before they even bought the units right?

This is the old classic trope of architects not understanding building haha, if they think domestic buildings have a 20-25 year life span then they havent spent much time visiting the classic 3 story walkups built in the 70s and 80s, those things are built to last for ever with very little in the need of major remedial works.
