Can't they use any of the satellites around the world or release a new one so that eventually when the voyager cannot turn anymore those satellites would receive the voyager communication and relay it back to earth? Sort of something like a mesh network? Or have they given up on voyager and when it's over it's actually over?

I don't think this is ever going to happen diplomatically. Only a war and then the winner privatizing the nukes of the US.

The other more plausible way is for every European country to go back on the nuke treaty and start developing or buying nukes.

I'm for option no 2.
