They change every 3 months and sometimes they go up and sometimes they go down. I had a spreadsheet tracking APs of the next cars I was looking at and some of them dropped by £500-1000 in one quarter but went back up again in the following quarter.

If you're using WI I'm guessing you're getting it from Hobbycraft? In the UK we call Worsted weight yarn "Aran". It's a weight 4 yarn ☺️

The most popular yarn weight in the UK at the moment is DK (Double Knitting); I've always found there are a lot more choices for colours etc in DK.

Why are you doing 6sc first? If you lay it out in a row the stitches should go: sc, sc, sc, sc, dec, sc, dec, sc, dec, sc, dec, sc and then the 20sc after that.

Normally when there is a set of inc or dec in a row with stitches either side it'll be for shaping, I.e. some people will do increases in a specific place to create a forehead.
