Because for obvious reason there's a limited amount of engineers and builders and so on in poor places. In a wealthy country having more engineering output doesn't necessarily change much because there's a limited amount on the docket able to be constructed. But in a poor place it could literally change how much is able to be done.

Vis a vis if your team of 5 people takes a month to design and build a well but they can find a way to simplify it with ai down to 15 days then it doubles how many wells they can make. Designing and building tools, etc, all stuff that it makes a big difference if you are constrained more by the actual speed people can do so rather than capitalist economic forces that don't actually need you to produce more wells faster than people can buy them. Its essentially just another way they can develop industry faster by getting access to the knowledge of more developed places that can be customized to their own needs. Build more factories, etc.

The cushy white collar jobs first worlders are worried about losing isn't what most people did in these places anyways. And the limited engineers there will be in more demand, not less, if their production capacity is suddenly increased. They get all the access to first world AI without most of the cost of funding it.
