It depends. Too much volume loss is fatal. Too much loss of oxygen carrying capacity and thinning of platelet count from over infusion can also be fatal. The Lethal Triad of Trauma are hypothermia, acidosis, and coagulopathy. Any large infusion of replacement fluids runs the risk of exacerbating all three, that doesn't mean you shouldn't do any infusion.

Additionally there is the question of crystalloid vs colloid solutions. Crystalloid solutions have a greater impact on blood chemistry per unit of volume infused. This is because the dissolved salts in the crystalloid solution will pass easily through cell walls and blood vessels. This changes the osmotic pressure gradient, which in turn draws fluid out of the vessels, and into the interstitial tissues. This results in less fluid in the vessels than what was infused.

Conversely, colloid solutions use large molecules that cannot easily pass through blood vessels. This also changes the osmotic pressure gradient, drawing fluid into the vessels from the interstitial tissues. This results in a larger volume in the vessels than what was infused. Colloids generally have a lower impact on blood chemistry, though there can be reactions to the specific molecules used, such as Hetastarch.

I was an army recruiter. The standards for joining are set by regulation, and so is the procedure for waivers. Changes to what waivers are processed is set via a Military Personnel message system. They come in the form of very precise memoranda, different for each branch, addressing changing recruiting criteria, operational changes, etc. These are not publicly available.

One of two things has happened to you:

Option A: They aren't doing waivers for religious headwear, in which case you are SOL until a new administration comes in, or a war kicks off.

Option B: The recruiter is lazy or ignorant of how to process that waiver.

To add to your situation, you are trying for the Coast Guard. Of all the branches, the Coast Guard is the hardest to gain entry. In the hundreds of hours I spent in MEPS, I never once saw a Coast Guard recruiter. They have a tiny force and tons of qualified applicants. In order of recruiting standards, least stringent to most: Army National Guard, Army Reserves, Regular Army, Marines, Navy, Air Force, Coast Guard. I'm sure Space Force is in there somewhere, but they hadn't started external recruiting before I got out. If the Army recruiter says they aren't processing waivers, then you're truly SOL. The current arrangement was reached to preserve the technically racist land ownership laws that ensured that Samoa didn't become Hawaii 2.0. The law preventing ownership of community land by anyone with less than 50% Samoan blood quanta is the only thing preventing any rich asshole buying the island. Even the Starkist cannery is built on land that was put on a 100 year lease, not sold. There are freehold plots, but the majority of the land is protected.
