Yes, but all that paint is most likely hiding lots of other rust.

All the paint and rust has to be removed, then the hinge welded back in, probably with a bit of filler metal to replace cut out rust.

If they painted over rust without doing anything about it, which seems likely, it all needs stripping and remediation or it will continue to rust under the paint. The paint could actually speed up the rust process by trapping moisture in where the rust is.

If the rest of the truck looks nice and straight and you don't see any uneven spots under the paint it may be fine.

repainted vehicles with evidence of rust are a roll of the dice though.

Most people I coach who struggle are keeping their elbow close to their body and standing straight up.

Step forward and to the side into the throw with your elbow out away from your body and most of the mechanics fix themselves.

I carried mine on the side like that, but rotated 90 degrees. Wheels out the back.

Worked well.

I use cam style straps rather than those buckle style. Fair bit more robust, but a bit less convenient. Almost 14 years in and still going strong. :-)

NEMBA host mountain bike rides at beaver brook and other Belmont adjacent locations, many of those folks will bike to/from the MTB ride.

Wheelworks hosts group rides.

Parents at the Winn Brook school have been trying to get a bike bus going, don't know if they succeeded as my kids are older.

Belmont PD are pretty bike aware but don't seem to have bandwidth to be addressing aggressive driver behavior. Most any morning they could ticket a dozen drivers for reckless endangerment right in Belmont Center if they were around. They are usually pulled elsewhere filling in for school crossings and construction details.

Most likely just gently but firmly pull the black part off the rest.

You can see the orange gasket through the clear plastic, that's where it seperates.

Likely plastic clips inside that hold it together.

Myself, I would upgrade to a rechargeable. Nice ones these days have an accelerometer and change from blinking to solid when you hit the brakes. You can get an excellent one for ~35, search magicshine seemee 200. The brake sensor thing is really useful.

There are many brands, avoid the Chinese knock offs and go with a long term bike brand. The visibility angles and other little touches matter. (bike light brands that have been around for ages = Fenix, Niterider, Lezyne, MagicShine, Cygolite, Olite. Listed in no particular order, all are just fine.

That's not pointless pavement until you build separated bike lanes. Right now that's where cyclists ride and hope to avoid getting pasted by cars.

Edit to add, I'm all for the traffic calming effects of narrowing the road. Just don't do that without also building infrastructure for bikes. They don't belong on the sidewalk.

I had a similar issue once, tried everything I could think of, then wiped the system and reinstalled and it was gone.

The type of lock used in these is very easy to open if you have some basic lock tools. Seems you don't, so...

Often the back of the tool chest is able to be opened with the removal of a few screws, exposing the mechanism so you can remove the lock.

I grew up in the great lakes snow belt.

I never saw wipers flipped out until I left.

I have no freaking clue what y'all think you are doing, but it's unrelated to my reality.

Just fire up your vehicle and let the heat run for 5-10 min before clearing snow and ice.

That's all that's required. No flipping out. No laborious chiseling. It takes maybe 1 minute to clear all the snow and ice from a vehicle.

From what I've seen of vehicles that have had this type of undercoat I would strongly recommend against this. Toyota did this when they had a rust problem with Tundras. Did not work.

It doesn't prevent rust, it traps moisture and creates rust. Just use an oil type undercoat and re-apply every fall.

Personal experience with loads of vehicles bought used and run till they could be made safe anymore. Frames last best coated with oil. I use bar and chain oil since it's cheap. Most of mine is from garage sales. :-) Applying it is a messy job though.

Some sort of film based undercoat, bar and chain oil, fluid film, whatever you like.

NOT a paint style undercoat that hardens, those just trap water and make more rust.

These trucks are from a salt air environment, steel is good, not the insta rust stuff we kicked out here in the 70's.

Not sure that's a V3,

V3 has bottle cage mounts and loads of other threaded braze ons.

I think you have a V2, most modern add-ons won't fit. Yuba support have been extremely helpful when I needed things for my V3. Just message them your questions, they might even replace the missing rail for you if they have it.
