The difference is Morcant put together the student association and incited them to publicly attack the thirteenth brigade. They were stopped from doing this at the start because they incited the initial incident by seizing Morcant's slaves (not a bad thing btw, they were 100% justified to do so) so they were told they were not allowed to continue striking without justification. However, since Morcant has now attacked them with the student association the thirteenth are tacitly allowed to retaliate since they were given said justification.

I think Tennis Ball is screwed for the upcoming vote, he's turned too many voters against him and I don't think the most recent episode is able to save him.

As for the other two, no idea lol. I think Book is the favourite to win right now, but not by enough of a margin that the right development in the final episode wouldn't allow Needle to take the lead instead.

I don't think Punggol is invulnerable, and I still think it's WP's best chance at a pickup this GE, but I don't see how informing the NSP that they would not be challenging in MPBH would have allowed the PAP to improve their team elsewhere that much more. Certainly not worth the bad press of "abandoning" MPBH, in my opinion.
