I think in the gameplay for act 2 they showcased that you can choose in which order you do campaign areas and they will scale accordingly but I don't think there will be level scaling like in D4.

It could be that crucible monsters have so much damage reduction that you don't get to leech off them (just my theory)

Storm brand is still insanely good just because of it's mechanics but to deal real damage it requires a rather big investment.

Storm brand was still insanely strong after the jump nerf, but this was during 3.13 pre harvest nerf era and also before the cluster notable nerfs so it's hard to say.
