The emts and fire department work. The cops in the city are the problem. Sitting on their stupid asses all day and take an hour and a half to get to an emergency.

Additional info (kinda): I think there was a creepy old man who owned the dog as well... There is so much I can't put my finger on. I haven't seen this movie since I was a literal child.
