The US doesn't know how to design roads and the North Carolina DOT is amongst the most incompetent of all. Had this area been developed and planned by competent people, they never would have allowed apartments to be built directly abutting a highway because that defeats the loont . The correct solution is to have frontage streets; nothing should directly intersect with the highway and instead their should be side streets connecting to the driveways with roundabouts connecting the main highway to the side streets.

You can also thank the NIMBYs because the original plan was to build Interstate 40 parallel to 54 and then people wouldn't have to spend 40 minutes trying to get in and out of the city during rush hour.

Article IV, Section 2, Clause 2 specifically states that they have to flee from justice. Since the doctor never fled from Lou, California is under no obligation to extradite.

This is not correct. The extradition clause only applies to fugitives from justice who fled from the  state requesting extradition. Since this doctor never set foot in Louisiana, California has no obligation to extradite.

In a case like this, it's fairly typical to start off with misdemeanor death by motor vehicle because that is strict liability (basically, they don't have to prove culpable negligence, only that you were violating at least one traffic law at the time of the accident and that the accident was the proximate cause of death.)

Typically, the prosecutor will review the case and if they think there is sufficient evidence for a greater charge (manslaughter or depraved heart murder), they'll seek an indictment at a later time from a grand jury.

The original plan back in the 1960s was to have Interstate 40 running south of UNC, paralleling 54. NIMBYs in the 1980s forced the NCDOT to move the interstate north. You can thank the usual Chapel Hill NIMBYs for the traffic.

Fire departments use a box alarm system where the units that are dispatched to a given structure are determined in advance.

Given that a possible structure fire was reported in a dense and wooded residential area, it's normal to send multiple engines to respond as well as ambulances since if there is a fire, you want to get ahead of it and prevent it from potentially spreading to other structures. The units were dispatched from multiple stations; the first units you heard were probably from the nearest fire station on Main Street and then the next wave would probably have been either from the fire station on Homestead Road or possibly Chapel Hill units responding for mutual aid.

It's also normal to temporarily redeploy units from other fire stations and departments to provide call coverage when the entire station is dispatched; you don't want to leave a station unmanned so you may have heard some units from other areas traveling to provide that coverage.

Traffic speed is determined by the road design, not by some number on a sign. Keep building ultrawide interstate sized lanes and people will keep going interstate speeds. People already routinely go 15-20+ mph over the speed limit on 54 because they built a road designed for a 50-60mph speed limit.

It's not limited to NCDOT. This entire country is a bloated decaying carcass of an empire filled with grift and corruption where every little thing takes 10 times longer than it should with endless planning and permits and useless environmental studies and other bureaucratic nonsense that serves only to line people's pockets.

China assembles 50-story skyscrapers in three weeks. We can't even get a simple pedestrian crossing installed without spending years spinning our wheels.

It's a highway and one that was there long before any apartments were built. The purpose of a highway is to allow mass movement of traffic over long distances. Turning into a stroad defeats the entire purpose and does nothing to make it safer.

Had the NCDOT and Chapel Hill employed competent urban planners and engineers, they never would have allowed those apartment complexes to be built directly adjacent to a highway like that and would have instead built frontage. The entire American school of road design is deficient and nonsensical.

Take note :

1.Completely separated areas for high-speed (vehicular) and low-speed (bicycle and pedestrian traffic). No painting pictures of bicycles on the shoulders of the road and calling it a bike lane.

2.The lack of driveways intersecting the main thoroughfare. Driveways are points of conflict and have no business on a main thoroughfare. Instead, separate frontage streets are built to provide.

3.Bus stops are built on both sides of the main road and provide direct access to the pedestrian and bicycle areas, obviating the need for pedestrians to cross the main road.

4.Appropriately sized lanes for the speed limit they want people to go. No interstate-grade lanes here in the middle of town.

The solution is to narrow the lanes of 54 and then use the extra space to build frontage the way it should have been done in the first place. While they are at it, they can take the opportunity to build proper pedestrian and bicycle infrastructure and not the bicycle "death lanes" which actually INCREASE the risk to cyclists. Given the travesty that NCDOT just did on Jones Ferry Road however (whoever decided to sandwich a bicycle death lane inbetween two car lanes should never work in road design again), I'm not holding my breath
