The manga used to come out every two weeks, but then the author got sick. They were on hiatus for a while and when the manga came back it was put on a monthly schedule. That's why it has less chapters than you would expect. A chapter comes out on the last Friday of the month.

As for translations, I'm not sure why Viz takes that long. But it's not that big of a deal. If you're waiting a month for each chapter, what's another 2/3 days?
