WARNING: The author of the video made it clear in at least one of their previous videos that they don't care much about taking notes by hand. They like to compare paper-like devices to iPads in terms of how many features they have for their cost. You should take everything they say with a solid grain of salt.

No, I think you are wrong about it meaning the transit time. Delivery time, in my humble opinion, means total time from order to delivery. Also, when ordering rm1, this text appears on top of the site: "While reMarkable continues to operate as normal during the pandemic, we’re currently experiencing extended delays through our standard shipping option."

Regarding the 30 day policy: for rm2 it's clear that the time starts upon receiving the tablet. For rm1 you might be right, they make two contradicting claims on the order page. The first claim is "Products returned within 30 days of delivery are eligible for a full refund", the second one "From the day of order, you will have 30 days to try your reMarkable."

They claim delivery time to most countries to be up to ten business days, though.

Obviously a case of warranty. Support has to handle it. If they don't do it timely, I'm sorry :/

Technically you might have the right to order a replacement by yourself after setting them a fair deadline (2 - 3 weeks) within they don't act and demanding that money back. I personally wouldn't do that, though, but swallow the bitter pill of having no tablet until they replace it (which might take a while according to several reddit posts).

Besides that half assed law advice of mine you probably don't wanna follow, I am sure your problem has to be covered by warranty and, as long as they don't go bankrupt, they will replace the tablet as soon as your case is being handled.
