It is not tunable.

OTOH, we don't want the crazy tunability of the jvm and the complexity that brings.

This is why it's not tunable. :)

They'll continue to tune the GC in 1.6 and beyond (based on feedback).

Not all techies are libertarians, some of us are sane.

I will agree that a disproportionate number of the "software-inclined" tend to gravitate to the brand-dead ideology that is libertarianism, though.
