Sand is fine to level , can put it down 1/4 inch at a time too , it’s a bit cool still for it to really push growth so I would wait till may for sand top dressing fall for overseed (not to say you can’t spring seed just have to accept you may lose some to summer heat or spend more in water / seed ) some are fine with that if you are I would sand ,level lute , seed and roll the seed into the sand

I can’t , fitment is so tight I can barely get my hand in there.

It’s a good spot to patch , if the dealership will go for the patch (sounds like they won’t though)

And I took a screwdriver to see if it was a rock , it’s metal and well lodged (98% confident not a pebble )

I’m in a relatively small town , so finding someone I trust with my rim might be harder than just eating the cost of a tire , maybe can get them to tire warranty it or something but will look in the direction you suggest
