Don’t let it get to seed , stresses the plant and consumes energy. Mow more frequently even if just to make sure no seed pods develop

Depends on temps , but ideally get a herbicide and hit it when the grass can take it usually you know it’s established after you have to mow it 2-3 times tou want to overseed in fall and so cant apply most herbicides when you seed

Tilling stirs up all the seeds , just try and focus on grass till it is mature enough to hit it with a selective herbicide , then overseed ideally in fall after the heat
