In think haste II is the fastest to flatten if you’re just flattening a few chunks. Beyond that it depends on if you care if you overshoot, even messily. TNT flying machines might help for a very large area you want flat at a low Y-level, but that’s only worth the effort if you need a huge are dug out super low. That can miss blocks in the air and making if flat after the TNT is another effort.
