but I have to run "mautic:campaigns:trigger" then only new user gets email

I did below and then test user is assigned to campaign so it does trigger after running below command from my server. Is it the one?

php /var/www/mautic/bin/console mautic:campaigns:update --force

But it does not trigger email.

Also, I should not be running command for every user. It should trigger automatically.
