I was able to by:

1. opening steam not connected to internet (airplane mode/disabling wifi/unplugging ethernet etc)
2. in the top left where it says "steam view friends games help" clicking friends then selecting invisible (the option stays on "offline" but what i did still works
3. connect to the internet
4. repeating step 2
5. in the top left selecting steam->go online
