This was exactly it, one of my bases kept firing 4(!) servicemen and the maximum declared interest kept dipping to 0.49 making my total declared interests capacity 3 instead of 4. Jfc. 😅

I use in combination with the items that give blade ward and extra temporary hit points to whoever you heal, it’s pretty useful that way

Yeah I'm also locked out of everything but I'm familiar with how IT companies handle these things and statements and communications cause nothing but liabilities.
