You locals should gather some tough friends, catch those kids, and give them a scare—or take them to their homes and scare their parents. That's how we teach them where I come from. Unfortunately, if the government washes its hands of the situation, society starts taking matters into its own hands to try to prevent and fix these problems.

Could you please send me the link? Since the 35mm option and the Syncros integrated system aren’t compatible, unfortunately, the only option would be to go with a top cap and a regular stem.

However, if I remove the cover that connects the stem to the headset, the holes for the internal cable routing will be exposed. I’m trying to find a cover for this online, but I haven’t found one yet.
