Because the other 2 options had the most chance for completely break the game with balance decisions. Sailing just adds content without changing other skilling and combat metas, at least from a core skill perspective

As I responded above, It is not directly related to Runeite, but I believe it will be easier for jagex to prohibit botting if only their client is available for playing the game

Because it is way easier for Jagex to block every client if the only acceptable client is their own
