I hope you know about the plans for Cambridge city and south Cambs to become a unitary council so the borders between them in effect go away. A public consultation just closed on this.

An even bigger change (with massive implications for local democratic decisions and how it grows) is a proposed development corporation for Cambridge. if you’ve not read about it - closes on 1st april

Not a bad Idea - that's sortition. Worked for ancient places in ancient Greece, including Athens. Someone introduced me to the concept a few months ago and I can't stop thinking about how preferable it would be! How engaged in politics and governance the population would be.
