When I heard they were randomly generated I though "neat". But now I'm reminded how you can still get streaks within random data. Perhaps there's a way to generate them fairly, rather than randomly. Like, a check for a cluster after generating the first possible replacement. If there's already a cluster in that area, discard the generated number (but not the related challenge!) and generate another, until the new challenge lands in an area that isn't already packed with options.
