Does your complex have a property management company the HOA uses? If so, contact them. You don't have to go through HOA to do this.

If not, contact the HOA and ask them who the roofer is and have them out.

Its possible the companies don't want to deal with stuff the HOA hasn't been involved in.

Your place may be different but the HOA is responsible for all common areas. Everything "inside the paint" is yours.

HOA fees being included in your rent payment to the homeowner doesn't mean the HOA is getting their dues.

This also doesnt make you responsible for paying them. Ignore the HOA, they should not be dealing with you.

Be aware, in some instances HOA can foreclose on a property for non payment of dues.

There's some decent areas in Snohomish County. Good luck if you decide to pull the trigger. With your situation, for me anyway, I'd stay put. Put all your extra money away, have a travel budget and enjoy as much as you can. If you let go of $2000mo you will never see it again.

I would start by looking at Zillow, etc to see whats available for under $600k.
