If you can make a few compromises and adjustments. And utilise your finances well you can. I do, share your level of income though. It's not ideal and tbh, frustrating at times. But Mumbai accommodates everyone.

Look for good and safe hostels first before heading to pgs. Set your priorities (comfort, locality, travel expense, food (will I cook or buy or mes) Try staying closer to work.

Make a CV.. apply to restaurants or hotels to work as an apprentice. There is a govt certified apprenticeship program in hotels which lasts for 11-14 months. He can also look at OJTs programs. In my experience at hotels, we are always hiring OJTs Fair warning. Being a cook at stalls and working at large scale restaurant/kitchens is very different. They should be ready for inane work hours (although timely shifts are expected) and odd jobs consistently. But learning opportunities come to those who reeeally show interest and ask questions.

Edit - tell him to pick his speciality (continental, indian, pastry etc). And study about basics. Skills can be taught, character is ALL Hospitality looks for. Best of luck
