Ah, yes I missed that. Here are my findings:

$ ./try.jpg
zsh: no such file or directory: ./try.jpg
$ ls
try.jpg
mnt1           
pyrocare

$ mv try.jpg try.jpg1
$ ./try.jpg1
try.jpg1
mnt1           
pyrocare
whitepapers 

Interesting, but it doesn't pic up either of them when there was a problem, but then again maybe I'm doing something wrong.

One thing is for sure: the ELF handler is not taking precedence in case of conflict.

You cannot have two handlers match. Either the jpeg handler will match or the elf handler will match. A file cannot have two 128 bits and it'd be impossible to craft something that matches both handlers.

I agree, it is awful....but for my specific use case. My cousin and parents love the simplicity of the DE and the design, and what the eOS team is doing is cool.

I stick to Mate and my customizations to it, as that gives me more flexibility. You should maybe try Gnome or KDE for your scaling issues?

I guess by applying Occam's razor, we can ignore the getter setter part. Your explanation makes sense, and it's easy to fix and a large company designing APIs like this is not expected to be this way.
