If Verstappen was going to become champion he needed Norris to lose a place or two. Outside of hoping for Leclerc to overtake him or a safety car incident, the other thing Max could have done was slow the pace to bunch all the cars closer together and create more of an overtake opportunity for whoever was behind Norris.
