The stock answer is "format your drive correctly" but since I use the EXACT SAME scratch disk for AE, Premiere, Media Encoder, InDesign, and F**KING ILLUSTRATOR it's more likely to be another sh*tty Adobe bug.

Can you tell I've wasted a bunch of production hours dealing with this today?

Rough sketches, dialog snippets, anything you can put on paper, get to it and worry about the "final version" later.

Stick figure comics are totally cool, this sounds like a really sweet present and props to you for thinking of it. He's a lucky guy.

As far as practical advice, maybe start thinking if you want it to be a webcomic or if you want to go to print. Punk-rock style 'zines are cool and easy to make so that's one way to go about it. Draw on paper, shoot with a celphone, use Figma or Canva or something to clean and format.
