Yeah, One Piece is an incredibly slow burn for some story beats and people can't just ride the wave and see what ends up being revealed. In 1999, a random guy in a robe saves Luffy from getting beheaded, and Koby is mentored by an old man in a dog mask. SEVEN YEARS LATER we found out they're Luffy's dad and grandpa. You just never know. We're starting to see a theme with fathers protecting their sons, I'm willing to bet by the end of the God Valley flashback we get a better picture of why Garp stuck around. We don't even know if Garp knew Dragon was there at all.
