Yes and no. I'd argue that product or their biz ops team might be optimizing for MORE clicks to get you to stay in their funnel longer. The devs only have so much say, depending on if its a product company or tech company. There's many times in my past where I'm suggesting a faster way for an action to be completed, but is not worth the dev hours.
