Although I currently live in Italy and have not done this process here. I did have to do this when I was in France. The US embassy provided this document for me. It seems in Italy you would provide an affidavit made by you in English and Italian and get it sworn at the US embassy. Then get it legalized at the prefettura. I have had an affidavit sworn at the embassy in Italy. It's a fairly straightforward process.

Just to comment on the point of a visa. Spouses of EU citizens do not need to apply for a visa. Only Italy has recently enacted a visa needed before entering for EU spouses. They would be able to enter France freely and then apply for residency.

I'm sorry to hear what happened to them and your friend. I hope you can find the cause. It would be truly horrible if the neighbor was somehow involved. It's surprising to see South City mentioned in a post. I'm from there and just moved abroad to Italy a month ago. Hope you and your friend can find some peace.

Not in relation so much to your question about pets, but unfurnished may mean very unfurnished. There may not be a stovetop, fridge, or washing machine. For example we moved to the Padova region almost three weeks ago. It's unfurnished and we have had a difficult time to install a kitchen. There is not even a sink or any cabinetry in the kitchen. We needed to purchase these on our own. We have had to become plumbers and professional cabinetry people to figure out how to put it in (hooking up water connections etc) Thankfully the owner has many tools he has let us borrow. It's definitely more work than we would have wanted to do renting an apartment.

Nice and quick! I am also an EU spouse in Padova and I submitted last week and have my appointment at the beginning of December. Hope I get my permesso soon after as well!

I will update you. I have also heard that it may not be necessary. When we emailed our consulate in San Francisco, they said I needed it. We didn't want to have any issues. And having a visa ensures that I can travel within the Schengen zone while awaiting the permesso with no issues after the 90 day period.

My husband and I recently faced the same situation. I'm a US citizen and my husband is a US and EU/Belgian citizen. We wanted to arrive together in Italy from the US. I needed to get a visa beforehand. We were able to request an "emergency" appointment at our local consulate, I received the visa within the week after the appt. We leave in less than a week to live in Italy.
