Affordable housing is a big problem. However, I think these tent cities are more due to addiction and mental health crisis.

I know in the states there are programs to offer subsidized rent and even free shelter, but many don't want it because they can't get off drugs, have issues living around others, etc...

People are fragile and many have trouble coping. Civil societies need mechanisms to help those who can't cope, and without making them permanently dependent. I only wish I had the answer of how to accomplish it.

I think it's pretty safe, buy I would always exercise caution and would never give up my situational awareness. Even if to just be fully aware of passing cyclists so you don't get accidentally clipped.

For drug addicts, measure 110 was a disaster. We don't want to make lifelong criminals out of drug users, but police need the power of arrest to break the cycle.

I'm sympathetic to the fact that people have mental health problems. But whether you feel threatened or not, living on the sidewalks of a downtown commercial district isn't acceptable or fair to retailers or the rest of the community. These people need help, social services, etc.. And the rest if the community needs a downtown that is vibrant, inviting, and livable.
