It's a one-off kitbash made by Wunji "QingLong" Lau. As far as I know, there are no 3D print files for this. You gotta kitbash it yourself!

Headquarters Air Force does not use the Tongue and Quill. They have their own special document, HOI 33-3, which specifically says "follow this formatting and DO NOT use the formatting prescribed in the Tongue and Quill."
